Soren identifies the name on the altered inspection file — Elias Bram, Voss Development's board liaison — and with Priya's help builds a case against him, only to find Bram already knows he's being watched.

Elias Bram makes his first real move against Soren with a manufactured complaint, forcing Ren to spend real political capital to protect him — and bringing her right to the edge of confessing the truth about her original motive from chapter 1.

Soren sneaks onto the Aldermere site and learns the board is split on demolition with a vote in four days — but he's spotted, giving Elias Bram real, legitimate grounds to act against him for the first time.

Two clocks converge: Bram's 72-hour ultimatum threatens Soren's job while the board vote on the Aldermere looms in parallel. Ren finally breaks her pattern of restraint, and the chapter ends at the literal threshold of the vote.

The board vote lands: the Aldermere is saved on the strength of Priya's resurvey report. Soren finally tells Marsh the full truth, Ren's confession is held back again but reframed, and Bram reveals — to the reader alone — that the Aldermere was never his only target.
